Attract Businesses and Talents

Hong Kong is one of the most competitive economies in the world.  It is also an important gateway connecting the Mainland with global markets which offers vast opportunities for businesses to expand and talents to grow.  To further enhance our competitiveness, the Government in the 2022 Policy Address first announced a number of measures to attract enterprises to set up and invest in Hong Kong as well as to facilitate talents to work and live in the city:

-- Set up the Office for Attracting Strategic Enterprises (OASES) to attract strategic enterprises, including those engaged in life and health technology, artificial intelligence and data science, financial technology, advanced manufacturing and new-energy technology, to Hong Kong with targeted and customised facilitation measures;

-- Set up a Talents Service Unit which is enhanced to be Hong Kong Talent Engage (HKTE) to co-ordinate work for recruiting talents and provide them with one-stop support to settle in and integrate into Hong Kong for long-term development;

 -- Set up Dedicated Teams for Attracting Businesses and Talents in 17 Mainland Offices and overseas Economic and Trade Offices to proactively reach out to target enterprises and talents;
 
-- Establish the $30 billion Co-Investment Fund to attract enterprises to set up operations in Hong Kong and invest in their businesses;
 
-- Launch "Top Talent Pass Scheme" to attract talents of high salary and graduates of the world's top 100 universities, which is expanded to 198 univiersities in Policy Address 2024, to pursue careers in Hong Kong; 
 
-- Allow eligible talents from outside Hong Kong to, upon becoming permanent residents, apply for a refund of the extra stamp duty paid for purchasing residential property locally;
 
-- Enhance existing talents admission schemes to better attract talents.
